Comprehensive Safety Analysis 2010
CSA 2010 is designed to significantly decrease accidents and increase safety and awareness. Carriers will be assessed and graded based on 7 factors:
- Unsafe Driving
- Fatigued Driving
- Driver Fitness
- Controlled Substances/Alcohol
- Vehicle Maintenance
- Cargo Related
- Crash Indicator
Rigorous enforcement and frequent road checks will ensure that drivers and vehicles not in compliance are immediately taken out of service.
The Impact of CSA 2010
For Commercial Cartage:
Commercial Cartage has always enforced DOT daily inspections, safe driving techniques, and regularly scheduled vehicle maintenance. Because all vehicles are company owned and drivers are company employees, Commercial Cartage can continuously monitor all safety and training issues. We expect that CSA 2010 will not impact the outstanding and personalized service that has been our hallmark since 1961.
For the Trucking Industry:
Carriers with high safety ratings and safety programs in place should not be affected. There will be some attrition in the industry due to low scores and a reduction in both capacity and available drivers is predicted. It is also predicted that rates may increase due to reduced capacity.
For Shippers:
Shippers need to carefully evaluate carrier performance and reliability. Price alone can no longer be the determining factor when selecting a carrier. Out of compliance carriers will be taken out of service resulting in disruption of the supply chain.
Shippers need to be aware that they may face increased financial and legal liability for cargo-related infractions. Of particular importance are loading and securing procedures and handling, documentation, and signage for hazmat loads. Bills of lading must reflex accurate shipping weight to prevent overloading and improper load distribution. Drivers must be allowed access to the loading area and the ability to view securement and placement of the load.
